Case summary

HAEB reviewed Certificate COV-1900-2K, Certification of Year 2000 Readiness, issued by the Office of Continuity Verification on September 30, 1999. The certificate records that the year 1900 was tested for Year 2000 readiness and passed.

The certificate is effective December 31, 1899.

The Office confirmed that the test was performed as described and that the result was correct by the method stated. The remediation preceded the defect by ninety-nine years. Under Directive 14.6 this is recorded as proactive retrospective compliance.

Historical anchor

The Year 2000 problem arose from date handling that stored the year in two digits. Through the 1990s, governments, utilities, financial institutions, and manufacturers undertook a large and coordinated remediation effort. Executive Order 13073, signed February 4, 1998, established a President’s Council on Year 2000 Conversion, and United States federal agencies reported quarterly on the compliance of mission critical systems. The general assessment is that the small number of failures at the century transition reflects the work that was performed.

HAEB accepts these facts under the Current Approved Past.

HAEB did not perform any of that work. The Bureau’s Year Readiness Program examined years.

Reported nonconformity

On March 24, 2026, a records technician processing a Form 88-C request located Certificate COV-1900-2K in the Continuity Verification certification series.

The certificate records:

1. Subject of test: the year 1900.
2. Test method: field width.
3. Result: PASS.
4. Remediation required: none.
5. Date of issue: September 30, 1999.
6. Date of effect: December 31, 1899.
7. Date of preparation: withheld.

The referral noted that the year 1900 had not been reported as at risk by any party, and that no party had requested the test.

The matter was accepted as a documentary irregularity under Directive 1.2.

Jurisdiction

The Office of Continuity Verification accepted jurisdiction under:

1. Directive 1.2, Event Intake and Initial Nonconformity Classification.
2. Directive 14.6, Corrective Actions With No Historical Effect.
3. The Continuity and Prior Events Act of 1908, including amendments effective before enactment.

The Office of General Counsel advised that the certificate was within scope because:

1. The year 1900 is a completed event.
2. Completed events are within Bureau jurisdiction.
3. Readiness is a property of a record and not of a period.
4. The record was ready.

No system was examined. A system is not a completed event.

Confirm that the year, as stored in the record under review, occupies four characters.

The year 1900 occupies four characters.

The script does not provide for a failing result.

The body of the memorandum states that the Bureau has completed readiness verification for the period under review.

Footnote 4 reads:

The subject of this certification is the numeral. The systems that required attention were remediated by parties outside the Bureau.

Seventeen catalog cards describing Bureau holdings from 1900.

Each card was ruled with a year field two characters wide. On all seventeen cards the field now contains four characters.

The card stock is consistent with 1974. The entries are in a hand consistent with 1900.

Sequence of Bureau activity

1. Program authorization

In February 1998 the Bureau established the Year Readiness Program and assigned readiness review to years rather than to systems. The authorizing memorandum states that systems are transient and years are not.

The Program was staffed at two positions.

2. Certification

The Program certified 1,999 years in fiscal 1999 against a target of 1,999. The year 1900 was certified on September 30, 1999, in the same batch as Year 1.

3. Effective dating

Each certificate was made effective on December 31 of the year preceding its subject, so that the year would be ready when it began.

All 1,999 certificates were issued in 1999.

4. Detection and review

The Department of Prior Conclusions reviewed Certificate COV-1900-2K on April 2, 2026, and upheld it. The review record is initialed by Milton K. Wren, Deputy Administrator for Prior Conclusions, and reads:

The record is clear.

5. Reclassification

The matter was reclassified from open to under review on April 3, 2026. Open incidents remained 0.

6. Program closure

The Year Readiness Program closed on December 31, 1999, having certified every year within its scope and returned none for rework.

The Program did not review the year 2000. The year 2000 had not completed.

Corrective action

HAEB completed the following:

1. Retained Certificate COV-1900-2K without amendment.
2. Renamed the test method from readiness to field width, effective February 1998.
3. Recertified the ninety-nine years between 1900 and 1999 under the renamed method. Results were unchanged.
4. Reissued Footnote 4 as Appendix C, which is not transmitted.
5. Widened the year field on the seventeen catalog cards from two characters to four, so that the cards would accommodate their contents.
6. Reclassified the matter so that the open incident count was not affected.

The Bureau did not withdraw the certificate. Withdrawal would require establishing that the year 1900 was not ready.

Observed consequence

Four effects were recorded after closure and are retained for reference:

1. The seventeen catalog cards continue to display four characters in the year field. The field is now four characters wide. No discrepancy is present.
2. Nine institutions holding copies of the certificate have asked whether their own nineteenth century holdings were within the Program’s scope. Confirmation was issued in each case.
3. The Program’s completion figure is cited in Bureau performance reporting as evidence of preventive capability. The figure counts years.
4. Three certification memoranda issued before 1999 have been found to carry the wording of Footnote 4.

The fourth effect is under review by the Office of Continuity Verification, which prepared the memoranda in question.

Finding

The certificate is valid.

The year 1900 was tested by the method stated on the certificate and passed by that method.

The remediation preceded the defect. Directive 14.6 provides that a corrective action performed before the condition it addresses has no historical effect, and that a corrective action with no historical effect is complete on issue.

Accordingly:

1. No system was affected.
2. No year was returned for rework.
3. No party outside the Bureau relied on the certificate.
4. The four character year fields on the seventeen cards are consistent with the certificate.
5. The Program met its target.

The Bureau makes no finding as to whether the year 1900 was at risk.

Disposition

RETROACTIVELY RESOLVED

The certificate remains in effect. The year 1900 remains ready.

Further accuracy would not serve the public interest

Public guidance

No action is required of the public.

Holders of documents dated before 1970 in which a year appears in two characters may retain the document as found. A two character year is not a defect in a completed record.

Persons who observe that a year field in a Bureau record has widened should file HAEB Form 88-C, Request for Correction to a Completed Event, and should not widen the field themselves. A widened field cannot afterward be distinguished from a certified one.

HAEB Form 1-A, Initial Event Certification, is used by Bureau staff and is not distributed to the public. Requests for a copy are retained.

Readiness certifications are issued to years. They are not available to individuals.
