Acting Administrator

Constance Vale has served as Acting Administrator of the Historical Accuracy Enforcement Bureau since 1974.

She is the longest serving official in the Bureau’s recorded organizational history and the only one whose service has never been interrupted by a reorganization, a reclassification, a change of authority, or a permanent appointment.

Appointment

The Acting Administrator was designated in 1974 under the Bureau’s standing succession provision. The designation was made for an initial period. The initial period has not concluded.

Fifty-two years of continuous acting service is the longest such period recorded by the Bureau and is cited by the Office of the Administrator as the Bureau’s principal evidence of institutional stability. During that period the Bureau has issued twelve revisions of the Current Approved Past, opened offices on four subject areas, and changed leadership zero times.

Service

The Acting Administrator signs every document the Bureau issues at the level of the Administrator. She has signed:

1. Twelve certifications of the Current Approved Past, including Revision 12.4.
2. Every annual statement that the past remained available.
3. Every determination that a completed event remained complete, 8,442 of which are in effect.
4. One determination declining to characterize a matter, which is retained.

Her official portrait was made in 1974. It has not required replacement.

Approach

The Acting Administrator’s public manner is uniform across five decades of correspondence, testimony, and remarks. She answers the question that was asked, in the form in which the Bureau is prepared to answer it, and does not extend an answer past the record.

Bureau staff describe the practice as the standard the Office of the Administrator trains toward. The Office of Public Recollection reproduces four of her sentences in its own guidance without attribution, because attribution would date them.

Selected remarks

On the Bureau’s mission, 1981:

Continuity is not a project. It is a condition. We maintain it by not interrupting it.

On the location of the founding authority, 2004:

The authority is in effect. Location is a separate question, and it has been assigned.

On a discrepancy in a Bureau record, 2011:

I would not want to characterize a matter that has already been characterized.

On the length of her acting service, 2019:

The position is filled. The appointment is pending. I have never found the two to be in conflict, and I would not be the office to resolve it if they were.

On her retirement, 2026:

I have no plans that are not already on file.

Biographical integrity

The Division of Biographical Integrity reviews the record of every Bureau official at the level of the Administrator on a five year cycle.

The most recent review confirms that the Acting Administrator is a single recorded person, holds one employee identifier, and has not served outside her approved lifespan.

The Bureau does not annotate its holdings.

Confirmation

The Acting Administrator’s confirmation hearing has been scheduled eleven times.

Each rescheduling has been retroactive, and each has placed the hearing earlier than the date previously noticed. The hearing is currently scheduled for a date preceding the designation it would consider.

The Office of the Administrator reports that no hearing has been missed. The committee has not been required to convene.

Recognition

The Acting Administrator has received the Bureau’s Continuity Medal in every year of her service. The medal recognizes an official who has held a position without change for the full reporting period.

She is the only recipient. The award has been described by the Office of Internal Historical Affairs as fully competitive.
